The world of the 21st century is a world where rapid changes are taking place. Undoubtedly this changing process has shown its effect in ali areas of our lives. In general it has shown its effect in education-training and in, in specific terms it has shown its effect in foreign language teaching activities. Nowadays in terms of learning, "autonomous learning", life long learning", "learning learning" concepts have become a matter of primary importance. However in order to carry out these learning concepts some changes have to be made in the roles of the students and the teachers in the classroom. The teacher should regard himself as someone who shows the ways of accessing information, who teaches how to use the learning strategies in the most effective way and who supports his students and not as someone who is in the centre of all activities, the ultimate source of information and authorized expert. By looking at these developments in language teaching field we can speak about the existence of new learning culture. Especially the Language policy of the European Union emphasizes this new learning concept with "Europe Language Development File". In this aspect, the need for re-arranging the foreign language teacher / German teacher training programs and how to implement this new learning concept in German Teacher Training undergraduate programs will be discussed in this article.
