State Planning Organization was founded with 1961 law in Turkey in order to use the resources productively, to accelerate the development; and to enable the economic, social, educational and cultural planning services in a unified way. The five-year development plans have been implemented since 1963. In addition to other points, the main politics, principles and targets to be pursued in education have been included in development plans. This study aims to offer the analysis and evaluation of the changes, improvements and achieved goals in higher education system in planned development periods.
